Short answer: Publication 1099 (2026) says TIN Matching, an IRS e-Services product, lets a payer or authorized agent who files forms reporting income subject to backup withholding (including Form 1099-NEC) match TIN and name combinations with IRS records before submitting the forms. The IRS says payers who validate before filing are anticipated to receive fewer backup withholding (CP2100) notices and penalty notices. The IRS TIN matching page offers Interactive matching (up to 25 name/TIN combinations at a time, immediate results, a limit of 999 requests per 24 hours) and Bulk matching (up to 100,000 combinations, results within 24 hours).

Who is eligible

Form 1099-NEC is among the forms for which a payer can use TIN Matching (IRS Pub. 1099, 2026). The IRS says TIN Matching is only for payers and their authorized agents that submit information returns, and that a payer must be listed in the IRS Payer Account File, to which payers are added if they filed Forms 1099 within the last two years to report backup withholding. You also need an IRS account and must apply for the TIN Matching service. If you have never filed Forms 1099 before, check with the IRS whether you can enrol yet.

How it fits with backup withholding

If a payee does not give a TIN, or the IRS notifies you of an incorrect TIN, backup withholding rules apply (W-9 and 24%; B notice timeline). The 1099-MISC/NEC instructions also describe the “2nd TIN Not.” box for when the IRS notified you twice within 3 calendar years that the payee's TIN was incorrect.

Results

Interactive TIN Matching returns a numeric match indicator ("0" means the name/TIN combination matches IRS records; other codes explain a mismatch). The IRS publication suggests printing results for due diligence records.

Made-up example

Before January filing you enter 12 contractor name/TIN pairs from their W-9s. One does not match. You ask that contractor for a corrected W-9 before filing, instead of receiving an IRS notice later.

No; it only checks name and TIN.

What we could not verify

  • Whether a given payer qualifies for TIN Matching today, in particular a first-year filer not yet in the Payer Account File.
  • Pub. 1099 (2026) was read at the source; Pub. 2108 (Rev. 11-2024) was seen only as a search extract and Pub. 2108-A is an older publication.
  • Meaning of each match indicator code (only '0' seen).
  • The IRS instructions page we read is titled "Instructions for Forms 1099-MISC and 1099-NEC (12/2026)" and shows "Revised: 12/2026", although its footer says it was last reviewed or updated on 1 July 2026. The IRS does not explain the label, so check IRS.gov/Form1099NEC for the final version before you file.
