Short answer: If you file on paper, the IRS general instructions say you send Copy A of each form with Form 1096 (the summary and transmittal). First check whether you must e-file at all: if you must file 10 or more information returns in total (all form types aggregated), you must e-file unless you have an approved hardship waiver.

Format rules (IRS)

  • You cannot file Form 1096 or Copy A that you print from the IRS website, because paper forms are machine-read. Copy B (recipient) may be printed from IRS.gov.
  • No photocopies of any forms.
  • Do not cut or separate forms printed two or three to a page; send the whole page even if some forms are blank or void.
  • No staples, tape or tearing.
  • Use black ink, typed in 12-point Courier where possible; handwriting is allowed if legible but often causes name/TIN mismatches. Show cents, omit the dollar sign.
  • Leave inapplicable boxes blank; don't enter 0 or "None" unless instructed.
  • Use the current-year form for current-year information.
  • Don't send any copy other than Copy A.
  • Use a separate Form 1096 for each type of return (a 1099-NEC and a 1099-MISC need different 1096s).
  • Additional forms found after filing go on a new 1096.

Penalty

The IRS warns a penalty may apply per incorrectly formatted document, and for failing to e-file when required.

Due date

1099-NEC: January 31, moved to the next business day if it falls on a weekend or legal holiday. For tax year 2026, January 31, 2027 is a Sunday, so the due date is expected to be Monday, February 1, 2027 (our calculation; see due date).
